We’re happy to announce that the Bloomsburg Norris E. Rock Memorial Pool will reopen to the public on Thursday, July 31st!
When the pool re-opened in 2023, two electrical safety tests were conducted for the required electrical bonding and grounding (by John R. Morton and K & N Electric, Inc.), both of which passed. While only one test was required by the State, the Town requested a second due to concerns about the contractor at the time. However, the main electrical panel was not replaced or renovated during the rennovation project. The tests are valid for three years and our last certification would have taken us to June 5, 2026.
In June 2025, Town Council approved replacing the panel due to its age. Prior to the ask, staff noticed that the automatic chlorine filtration system wasn’t functioning correctly, raising concerns about potential underlying issues. Our pool stayed in the correct chlorine limit as that is tested weekly and provided to the state. However, manual adjustments were being made to the automatic system. Mark Conner Electric was brought in—not for an emergency, but to ensure everything was functioning properly and to replace aging equipment specific to the electrical panel. This was expected to be a one day closure.
While completing the work, Mark Conner identified aging underground conduit and bonding issues, which have since been repaired.
Additionally, it was discovered that the Safety Vacuum Release Systems (SVRS) installed on-site were not electrically connected. After consultation with the Department of Health, Barry Isett & Associates Inc., and Aquatic Facility lead designer, we’ve confirmed that, due to the pool’s multiple drain system, these additional safety devices are not required under the Virginia Graeme Baker Pool & Spa Safety Act (VGB Act) and the International Swimming Pool & Spa Code. The main pool has two drains. The baby pool has multiple skimmers.
⚠️ What was originally expected to be a one-day project turned into a week-long closure. We understand the inconvenience and sincerely appreciate your patience.
✅ Refunds have been calculated:
- A 10-visit pass holder amounts to $61.89.
- A single-day pass holder amounts to $8.11.
This topic will be reviewed by the Administration Finance Committee on August 6th, and passholders will be notified on the decision accordingly by on-site pool staff after this date.
We also want to apologize to our seasonal staff at the pool and in our concession stand, whose schedules were impacted by the closure. The concession contract rate will be pro-rated for July.
