This past Monday evening, Town Council received two updates regarding awards and recognitions for the Bloomsburg Recycling Center and the Bloomsburg Municipal Airport.
The Bloomsburg Municipal Airport Coordinator announced that the Town airport was awarded the FBO of the month through the Cessna Flyers Association and Piper Flyer Association. BJ Teichman has worked extremely hard to improve the airport to be an inviting place for pilots, educate youth on the importance of aviation, and monitor and improve the facility.
Town Council in 2016 dedicated a full time employee to oversee operations and manage the airport. BJ was hand selected to sit on the PA Governor’s Aviation Advisory Committee. BJ is a strong advocate for small airports like Bloomsburg to make it possible to have an airport that is a part of the governmental departments and keeping the taxpayer first in mind. For the first time, the 2022 general fund budget reflects the airport operating as a surplus. This certainly did not happen over night and the Town is truly lucky to have an employee that responds to fuel sales at any time of the day and week to make this surplus possible. In BJ’s absence, there is a team of volunteer pilots and citizens that continues the operations. Here is a big shout out to BJ Teichman along with the team named the “A team” that continues to make the airport an asset along with receiving recognition such as this.
The aviation sector is continuing to experience shortages in pilots and mechanics.

West Nile Virus

The Northumberland County Conservation District contacted the Town of Bloomsburg today regarding a detected case of West Nile in the Bloomsburg area.
The Mosquito-disease control team at the district is keeping a very close eye on the area and have been treating breeding areas for mosquito larvae. They have since set multiple adult mosquito traps to get a better idea of virus activity in the area, as well as adult mosquito populations. Residents may find doorhangers that outline ways that you can reduce breeding habitat in your own yards as well as other ways to protect yourself and loved ones; these doorhangers have the districts information on them if you have any further questions.
Even though there is a low risk of disease transmission, the Conservation District is encouraging residents to:
• Avoid peak mosquito hours by staying indoors
o Dusk-dawn
• Wear long sleeves, long pants, and avoid open-toed shoes if possible
o A mosquito will bite any exposed skin
• Apply bug spray with at least 30% DEET
• Remove any standing water from your property
o Any water standing for more than 4 days can breed mosquitoes that can carry WNV

Traffic pattern at the Recycling Center has changed

Please be mindful of the new traffic pattern at the Bloomsburg Recycling Center which went into effect today, August 8th, 2022. Don E. Bower was awarded the paving contract to build an exit road out onto Industrial Park Drive for citizens to exit. A big thanks to LIVIC Civil along with Don E. Bower Inc. for getting this project completed! It should be a little smoother while entering into the center as well!
Construction to begin on Tri Lot on 8/1/2022

Over a year in the making, funding has aligned for the Town of Bloomsburg to start construction on the Tri-lot parking area which will begin on August 1, 2022. A huge thanks to Town Council for voting towards this infrastructure upgrade, Town staff who worked on aligning four grant streams to make this project possible and the assistance from LIVIC Civil who provided free grant sketches/ probable costs for grant applications.
This will be the start of one of four parking lots that will be reconstructed in the Town of Bloomsburg. The Tri lot will be funded by a specific $99,999 USDA grant that was applied for in February of 2021, American Rescue Funds only for applicable storm water drain work and lighting, and 2021 and 2022 CDBG funds. Town Council/staff has worked with HUD to secure a five-year agreement for 2023-2027 CDBG funds to be applied to the Pine lot, West Pine lot and East Pine lot. In addition, there is a $500,000 USDA grant that was sourced to apply to the remaining three lots with anticipated construction commencing in the Spring of 2023. The USDA $500,000 is a grant coupled with a loan so the Town will incur the USDA loan next year for the three lots remaining in 2023 and use the CDBG funds to repay the Town back for the project. All four parking lots include construction costs, engineer and inspection work and anticipated to exceed 2 million dollars in upgrades. Eckert Seamans will be assisting the Town on the debt service filing with DCED in 2023. The remaining three parking lots will be placed out to bid in the winter 2022/2023 season.

On July 3, 2022, the Bloomsburg Fire Department along with the Bloomsburg Police Department were both dispatched to a structure fire at 340 East 2nd Street. Sgt. Leonard Rogutski from the Bloomsburg Police Department arrived on site first. A resident directed Sgt. Rogutski to the rear of his home where a recently partially extinguished fire occurred. At the time of the fire, the resident and his family (total of four people) were inside the structure. The fire appeared to have started in a trash can next to his residence. It is not clear what caused the fire.
Three citizens noticed the fire and secured a fire extinguisher from their apartment and used it on the rapidly spreading fire. Emily Blackburn, Payton Turner and Christina Vo reacted quickly as they noticed flames spreading up the outside wall of the home. If it weren’t for their quick reactions, the fire would have spread and caused significant damage to the home, and risked the safety of the family.
These three citizens pictured were recognized at the last Town Council meeting. Both Chief Scott Price (Bloomsburg Police) and Chief Scott McBride (Bloomsburg Fire Department) vocalized their appreciation. The certificates provided were signed by both Chiefs along with Mayor Hummel in recognition of their efforts. Thank you for protecting the Bloomsburg community and for your actions to prevent this structure fire!
