PUBLIC NOTICE
Draft 2015-2018 SEDA-COG Transportation Improvement Program (TIP)
Proposed Long Range Transportation Plan (LRTP) Amendment: CSVT Project
SEDA Council of Governments (SEDA-COG) is seeking input and opening public comment periods for the documents listed above. The public comment period for the Draft 2015-2018 SEDA-COG TIP and the proposed amendment to the SEDA-COG LRTP will open on May 9, 2014 and close at 4:30 p.m. on June 9, 2014.
Please join us for a public meeting and information session on the Draft 2015-2018 TIP and the proposed amendment to the SEDA-COG LRTP between the hours of 6 and 8 p.m. on May 19, 2014, at SEDA-COG’s Office, 201 Furnace Road, Lewisburg, PA 17837.
The TIP is the regionally agreed-upon list of priority transportation projects, as required by federal law. The LRTP is the region’s long range vision for prioritizing transportation investments in the region, and the proposed amendment to the LRTP results from requirements for including the Central Susquehanna Valley Transportation (CSVT) Project in the fiscally-constrained set of projects that are part of the LRTP.
Copies of the Draft TIP and LRTP amendment documents are on the Web at www.seda-cog.org and can also be viewed during normal business hours at SEDA-COG, county government, public transit, PennDOT District offices, and libraries in the region. Citizens are encouraged to provide comments in writing.
The SEDA-COG Metropolitan Planning Organization (MPO) will consider adoption of the 2015-2018 TIP and the amendment to the LRTP at a public meeting scheduled for 9 a.m. on Friday, July 18, 2014, at SEDA-COG’s office in Lewisburg, PA.

After the flood in 2011, Town Council and staff have worked diligently to help the community recover from Tropical Storm Lee. Recently, the Town has become aware of two upcoming assistance programs that may help property owners complete their flood recovery efforts or help them better protect their homes from future flood damage. The official guidelines of these programs are anticipated to be released Fall 2013.
At this time, the Town is collecting information through a survey that was recently sent to residents who may have been flooded in 2011. These materials were sent out in an effort to gather information from property owners who may be interested in preparing for future flooding or are still recovering from the last major flood. The collected surveys will allow the Town to fully capture and convey the severity of the flooding in Bloomsburg to the State and Federal government who will be granting the funding from these assistance programs going forward.
As the guidelines are released we hope to learn the following information:
Will available assistance be in the form of grants, loans, or a combination? How do property owners qualify for the assistance? Will eligibility be based upon household income, amount of damage the property suffered during the flood, and/or height of the first floor above base flood elevation? What types of properties will be eligible for assistance? Owner-occupied single-family dwellings; rental properties; multi-unit apartment buildings; and/or commercial properties?
Going forward, as the Town learns more about these assistance programs from the State and Federal government, interested property owners will be updated. If you are a property owner in a flood-prone area and are interested in learning more about possible assistance programs, please contact Town Administrator, William Lowthert at 570-784-7123 ext. 121.
