Over a year in the making, funding has aligned for the Town of Bloomsburg to start construction on the Tri-lot parking area which will begin on August 1, 2022. A huge thanks to Town Council for voting towards this infrastructure upgrade, Town staff who worked on aligning four grant streams to make this project possible and the assistance from LIVIC Civil who provided free grant sketches/ probable costs for grant applications.
This will be the start of one of four parking lots that will be reconstructed in the Town of Bloomsburg. The Tri lot will be funded by a specific $99,999 USDA grant that was applied for in February of 2021, American Rescue Funds only for applicable storm water drain work and lighting, and 2021 and 2022 CDBG funds. Town Council/staff has worked with HUD to secure a five-year agreement for 2023-2027 CDBG funds to be applied to the Pine lot, West Pine lot and East Pine lot. In addition, there is a $500,000 USDA grant that was sourced to apply to the remaining three lots with anticipated construction commencing in the Spring of 2023. The USDA $500,000 is a grant coupled with a loan so the Town will incur the USDA loan next year for the three lots remaining in 2023 and use the CDBG funds to repay the Town back for the project. All four parking lots include construction costs, engineer and inspection work and anticipated to exceed 2 million dollars in upgrades. Eckert Seamans will be assisting the Town on the debt service filing with DCED in 2023. The remaining three parking lots will be placed out to bid in the winter 2022/2023 season.
The Northern part of the Tri lot will be posted by Bloomsburg Police with no parking signs commencing on Sunday, July 31, 2022. Vehicles that remain in this area will be ticketed and towed to allow construction to begin on Monday, August 1, 2022.
Project overview:
August 1- 12th- Northern part of the Tri lot (island as the separator) will be closed. The entrance off of PennDOT Main Street will remain open as well as the lower exit/ entrance from North Street.
August 15th- 26th- Southern part of the Tri lot (island as the separator) will be closed. The entrance off of PennDOT Main Street will be closed off and the parking lot will only be accessible from North Street through the Northern exit/ entrance.
Parking will be available during the duration of the project and shifted as such during the two phases. After both phases are completed, the lot will be closed for paving. The date of full closure will be provided later in the month.
Looking forward to Robert C. Young, Inc. completing the project for the Town by September 2022! The added ADA features and parking widths will have a positive impact for citizens parking in this lot. A huge thanks to U.S. Department of Agriculture for funding!
