Bloomsburg Town Council usually holds their regular meetings on the Second and Fourth Monday of each month with the exception of holidays. Meetings begin at 7:00 p.m. at Town Hall, 301 E. Second Street, Second Floor in the Council Chambers. The public may attend any council meeting. If you would like to be placed on the beginning of the agenda as a “Citizen to be Heard”, please contact Town Hall at (570) 784-7703, by 12:00 p.m. on the Friday prior to the meeting. If you have comments or questions about a specific item on the agenda, you may ask a question during that item’s review, during the meeting. If you would like to address Council with an item that is not on the agenda you will have the opportunity to be heard during the meeting. If you read a prepared statement at the meeting, please bring an extra copy so it may be inserted into the meeting minutes. Town Council is made up of six members and the presiding officer, the Mayor. The terms of the Mayor and Council members are four years, with three elected every two years. It is generally felt that this form of government is superior in a number of respects to that provided for the boroughs. Council members are elected at large and they feel that they are serving the entire municipality, rather than giving undue attention to the special interests of the ward that elected them. The Mayor, who is President of the Council, presides at all meetings. Furthermore, being a member, the Mayor participates in all discussions and has a vote on all questions, but does not have a veto. All of these provisions differ from the Borough Code.

Toni Bell

Nearly 20 years ago, Toni and her husband Robb chose beautiful Bloomsburg as the ideal place to raise their family and enjoy small town life. Toni is a professor, teaching chemistry and biochemistry at Bloomsburg University. She also performs research in concussion and in metabolism of carbohydrates. In 2017, Toni felt called to serve her Bloomsburg neighbors in local government and was elected to Town Council in 2017. Since then, she has been honored to serve as the Vice President of Town Council, on the Administration and Finance Committee, and is chairperson of the Community and Economic Development Committee.
Bonnie Crawford

Bonnie is a teacher, musician and works for the Traveling Library. She volunteers in the community, is a member of PEO and the Coalition for Social Equity, and is Chair of the TreeFest committee, which raises money for BTE. She is currently a member of Planning Commission. Bonnie and her husband are the proud parents of two sons.

Vince DeMelfi

Vince is a lifelong resident of Columbia County. He is a licensed Real Estate broker, a landlord, and the owner of Susquehanna Realty, which has been located on Main St., Bloomsburg for the past 11 years. He holds both a Bachelor’s Degree and a Master’s Degree from Bloomsburg State College, and he previously had been a teacher for over 10 years.
Vince has been a member of Town Council since 2018. He is the Vice-Chair of the Bloomsburg Municipal Authority Board, and he is a member of the Town Administrative/Finance Committee, the Community and Economic Development Committee, and the Public Safety Committee. He is also a member of the Historic Architectural Review Board and the Bloomsburg Town Pool Renovation Committee.
He is a member of St. Columba Church in Bloomsburg, and he is the father of two adult children: Christopher of Bloomsburg, and Lisa of Alexandria, Virginia.
James Garman

Jim retired from Autoneum (formerly Magee Carpet Co.) He currently enjoys his camper and the great outdoors. He has also been a woodworker for many years, and now he is doing a lot of scroll sawing. Jim has been married to his wife Frances Garman for 48 years.
