  • Managed by PAF&BC as warm water fishery in lower segment, Trout waters upstream of Light Street
  • ½ mile of lower segment being riprapped
  • Impacted similarly by the WPA project in the late 30’s
  • Construction along either bank, trying to avoid creek impacts, some along edge of creek, both banks
  • Mitigation needed for Impact to creek ecosystem

  • Several types (forested, emergent, shrubby)
  • Several functions (WQ, Flood attenuation, etc.)
  • Impact to emergent wetlands by Fairgrounds (0.7 acres)
  • Impact to forested wetlands along Fishing creek-approximately 2 acres
  • Mitigation needed-Avoid, minimize, compensate
  • Agencies have conducted field visits
  • Goal is to replace lost functions

  • Have coordinated project with USFWS, PFBC and PAGC as well as other agencies on the ground.
  • Typical F&W resources in project area
  • No threatened or endangered species
  • Goal is then to minimize overall disruption
  • F&W corridors and habitat will experience some impacts (noise, sedimentation, thermal)
  • USFWS and others will comment on DEIS

    • Impacts- Approx. 12 acres of Tioga soils
    • Coordinating with NRCS office-Ag Rating Form
    • Minor impacts to current agric. operations

    • PADEP Requirements will be used
    • E&S plan and permit will be obtained prior to construction
    • Temporary increase in turbidity during construction

  • Presence of Potentially Contaminated Material
    • EPA and PADEP regulations apply
    • An initial round of testing has been done
      • Some contaminated material has been identified near the old landfills
    • Additional, focused testing will be conducted at beginning of the design phase
  • Some potential that the alignment will be adjusted near old landfills (to avoid contaminated soil and debris), primarily due to geotechnical requirements.
  • Low risk to community.
