       8  At Town’s request, in 1994, Corps re-evaluated and recognized 
             potential for federal justification, that is, BCR > 1
       4  In 1998, recon study recommended initiating feasibility study
               
ä Feasibility phase -- study initiated in June 1999
     4Summary of Corps’ study process:
 - Define existing conditions
  - Identify the problems (extent of past flooding)
  - Develop alternatives to address problems
  - Identify/assess impacts of proposed alternatives
  -  Define benefits and costs for alignment alternatives
     to determine the recommended plan that provides the
     greatest net benefits (to the national economy) for the
     least cost ä National Economic Development (NED) Plan
